Understand fully the requirements for becoming a participating Authority in UPOV PRISMA
How to join?
A new authority is eligible to join UPOV PRISMA if it supports at least one crop.
1. New authority
Requirements:
- National application form: If the original language is not one of the UPOV languages, an English version is required.
- Technical Questionnaire (TQ): For each supported crop, the authority should choose one of the following options:
- Use of UPOV TQ:
- If the accepted language is not one of the UPOV languages, translation into the national language is required. The following materials are provided by UPOV for translation:
- List of characteristics and corresponding states of expression for all supported crops
- List of Technical Questionnaire
Note: On an indicative basis, the total number of words to be translated would be approximatively 120’000 words.
- If the accepted language is not one of the UPOV languages, translation into the national language is required. The following materials are provided by UPOV for translation:
- Use of UPOV and/or National characteristics:
- If the accepted language is not one of the UPOV languages, translation into English and/or the national language is required.
- If UPOV characteristics are used, the list of characteristics and corresponding states of expression will be provided by UPOV for translation.
- If National characteristics are used, the authority should provide the list of characteristics and corresponding states of expression in one of the following formats:
- PDF/Word document
- Excel file
- Web service: automatic retrieval from the national DB.
- Use of national TQ:
- If the original language is not one of the UPOV languages, an English version is required.
- If the original language is not one of the UPOV languages, an English version is required.
- Use of UPOV TQ:
- The languages required for completion of forms: If the language is different from UPOV languages, the authority should choose one of the following options:
- Only the generated PDF after application data submission contains questions and answers in the national language.
- All forms and user screens are displayed in the national language.
- The way you prefer to receive Application Data: The authority should choose one of the following options:
- Mail: The applicant should print the PDF submitted data and send it to the authority. The authority won’t receive the notification by email.
- E-mail: When the applicant clicks on Submit, a notification email is sent to the PVP office administrator. It contains a link to download the submitted application data.
- Web service: In this case, the authority should develop an interface in their system in order to automate application data retrieval from UPOV PRISMA.
- The format you prefer to receive Application Data: The authority should choose one of the following options:
- PDF: In general, a common layout is used. However, it is possible to include some national features such as logo, cover page, etc. It is also possible to generate a national layout. For that, the authority should develop a stylesheet (XSL-FO) and provide it to UPOV.
- XML: It contains XML documents (Application Form and Technical questionnaire) and referenced attachments.
- Both: XML and PDF files.
2. Maintenance
Each time, a new authority joins UPOV PRISMA, the participating authorities whose national language is a navigation language should provide translation for the new authority’s questions and enumeration values. The authority should inform the UPOV PRISMA team of any changes to their forms promptly, allowing them to be available near the official change date.
3. Timelines
UPOV PRISMA is released two times a year. In general, it takes at least 6 months and at maximum one year to be part of the system.
