Yes. The applicant receives an acknowledgement of receipt of the application. In order for the authority to acknowledge such receipt by e-mail, the applicant must include his/her e-mail in the application.
Persons applying for breeders’ certificates must submit plant propagating material in the following cases:
a. when the authority requests plant material from the applicant in quantities deemed appropriate, in accordance with Article 8 of the Federal Plant Varieties Act, currently in force;
when applying for the right of priority, pursuant to Article 16 of the Regulations of the Federal Plant Varieties Act, currently in force, the applicant must meet administrative requirements within three months and must provide propagating material within four years (if the authority so requires) from the date of expiry of the three-month application procedure.
When the breeders’ certificate has been granted, the authority may need to compare the relevant plant variety characteristics with other relevant characteristics, taking into account the date on which the breeders’ certificate was granted. The breeder will be required to provide propagating material and information thereon requested by the Secretary and to allow the conduct of verification visits (Article 15 of the Federal Plant Varieties Act, currently in force).
The authority will in each case inform the applicant or the holder about the quantity and type of material to be delivered, as well as the place to send the plant material.
To pay the application fee, you must use the E5 System. It is an electronic system for the payment of rights, products and uses (DPA's), through the Internet and through a bank web access.
The applicant must follow the procedure as indicated below:
- Access the website http://soporte.sagarpa.gob.mx/to obtain the key of reference of the DPA's, the chain of dependence and the amount.
- Access the electronic address on the Internet of credit institutions authorized to make the payment of the DPA's. https://www.sat.gob.mx/

- Report on Technical Examination and Variety Description.

- Accreditation of persons holding power of attorney or legal representatives and, where appropriate, endorsement of documents from foreign countries (under The Hague Convention on apostille).
